SAM (System for Award Management) Registrations
We completes and maintains SAM registrations with guaranteed registration compliance and provides case manager support. No federal agency or any registration services entity provides this additional value

Women-Owned Small Business (WOSB/EDWOSB) Registration
To help level the playing field and create more opportunities for women entrepreneurs, the Women-Owned Small Business (WOSB) set-aside was established. From the over $500 billion the government allocates for contracts every year, 5% is obligated for WOSBs. USFCR provides WOSB set-aside registrations to help women-owned clients qualify.

According to the Small Business Administration (SBA), the federal government must award 5% (roughly $25 billion) of its prime and subcontract dollars to (ED)WOSBs. In 2018, $23 billion was awarded to WOSBs.
Due to the National Defense Authorization Act of 2013, WOSBs now have uncapped contracting potential allowing contracting officers to award contracting dollars above the original Small Business Act limitations. These uncapped contracts are valid to all WOSBs and EDWOSBs that are currently registered in System for Award Management (SAM).
When a solicitation is designated with WOSB or EDWOSB, you will have exclusive bidding rights. This means you could be the first in line or the only one in line for the opportunity.

If you’re interested in registering as an EDWOSB, the criteria mentioned above applies and includes the following:
- The women owner-operators each have to have a net worth of less than $850,000
- In the last 3 years, each of these owner-operators need to have an adjusted gross income of $400,000 or less
- Their personal assets less than or equal to 6.5 million
- To be deemed “Economically Disadvantaged”, owners must demonstrate economic disadvantage in accordance with the rules

Veteran-Owned Small Business (VOSB/SDVOSB) Certification
The Federal Government allocates 3% of the total contract dollars spent on Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Although not a set-aside, the Veteran-Owned Small Business (VOSB) certification has its own benefits, including resources offered by the Office of Veterans Business Development (OVBD), funding opportunities, and entrepreneurship training programs.
- The federal government’s goal is to spend 3%, or approximately $40 billion, on SDVOSBs every year. There are many advantages when contracting with the federal government, especially if you qualify for a set-aside. In 2018, over $14 billion was awarded to VOSBs.

When a solicitation with a VOSB/SDVOSB designation gets posted, you will be the first in line. The only other bidders will be businesses with the same certification, but a lot of your competition is already excluded.
Before posting an opportunity, the government posts notices for market research (sources sought). In this phase, you can add yourself to the interested vendor list and the contracting officer may designate the set-aside for an eventual solicitation.

The Veterans Entrepreneurship and Small Business Development Act of 1999 established the following criteria to get certified as a VOSB or SDVOSB:
- Be considered a small business under SBA standards.
- 51% of your business must be controlled by a veteran or service-disabled veteran.
- A veteran or service disabled veteran must be involved in managing day-to-day operations and making long-term decisions.
- For service-disabled veterans, their disability must be connected with their tenure in the military.
Historically Underutilized Business Zone (HUBZone) Certification
The Historically Underutilized Business Zones (HUBZone) program was established by the Small Business Administration (SBA) to help small businesses in economically distressed areas of the country. The goal of the government is to spend 3% of contracting dollars with HUBZone certified businesses.
8(a) Business Development Program Certification
The federal government’s goal is to award at least 5% of all federal contracting dollars to small, disadvantaged businesses each year. The government also limits competition for certain federal contracts to businesses in the 8(a) program. Obtaining an 8(a) certification makes your business eligible to compete for the program’s set-aside contracts.
General Services Administration (GSA) Registration
GSA “Schedules” is shorthand for the Federal Supply Schedules (FSS) and Multiple Award Schedules (MAS). These are large, long-term, governmentwide contracts. Schedules connect government buyers to business in order to source compliant products and services at fair and reasonable prices. We offers a unique program for its clients to get on the GSA.
